We released our Operational Maturity Assessment around 6 months ago and responses have provided keen insight into how organizations today are handling (or approaching) offshore delivery. We felt now was a great time to revisit the assessment and analyze the results.


What Executives Revealed About Offshore Delivery Maturity


After surveying technology and business executives using our Operational Maturity Assessment, a clear and consistent picture has emerged. Offshore delivery is widespread, but meaningful operational maturity is not. Most organizations have taken steps toward global delivery, but only a small fraction operate with the discipline, governance, and integration required to achieve predictable, scalable outcomes.

This distribution shows an (expected) normal distribution. Most companies have offshore teams and some structure, but they lack the systems and leadership to scale confidently.


What the Results Show


A crowded middle

The majority of organizations fall into the Emerging and Established categories. They have offshore contributors, some repeatable processes, and pockets of success but delivery quality varies across teams, and predictability remains inconsistent.


Early‑stage organizations remain common

Roughly one in five companies still operate in an Ad‑Hoc mode. They rely on individual heroics, informal communication, and undocumented processes. These organizations often experience rework, onboarding delays, and uneven velocity.


Strategic operators are rare

Only 5 percent of companies run offshore delivery as a fully integrated, strategic capability. These organizations treat global delivery as a competitive advantage, not a cost lever.


The operational themes that surfaced


Across responses several patterns appeared again and again:

  • Communication gaps — unclear requirements, inconsistent participation in ceremonies, and time‑zone friction.

  • Knowledge loss — tribal knowledge dominates, and documentation is fragmented or outdated.

  • Scaling anxiety — concerns about security, compliance, and redundancy grow as teams expand.

Organizations in the Mature and Strategic tiers share several traits:

  • Clear governance with SLAs, KPIs, and a predictable vendor‑review cadence.

  • Integrated teams where offshore engineers and product roles participate in design and decision‑making.

  • Repeatable onboarding supported by centralized documentation and role‑based ramp plans.

  • Offshore leadership with defined career paths and empowered delivery owners.

  • Risk controls including multi‑location redundancy and standardized security practices.
